The Failure of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from different nations. Immense energy is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are evidently unprepared to replace in the near term.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, certainly, continue.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
